The TRS Board met June 3 to set premium rates for TRS-ActiveCare plan participants during the 2025-26 school year after the Texas Legislature approved $369 million to help offset ActiveCare premiums.
Rates are increasing an average of 9.7% during the 2025-26 plan year, with exact pricing based on the Education Service Center region in which a school district is located.
The chart below shows the average increases in the lowest, midpoint and highest cost regions.

TRS said the supplemental funding received from the Texas Legislature keeps TRS-ActiveCare on the path to re-align premiums with claims costs, closing the gap incurred when TRS lowered premiums in 2023, and keeping TRS-ActiveCare competitive with market rates.
Note: Listed rates to do not include state and district contributions to premiums, so individual employees will pay at least $225 less than what is listed.
In addition to setting premium rates, the TRS Board also approved the following changes to ActiveCare benefits:
TRS will offer "From A to Z: Your TRS-ActiveCare Plan" webinars for participants in June, July and August. These 30-minute virtual webinars will go over plan options, benefits details, and money-saving programs. All event dates, times and registration links are available on the TRS events webpage.
