House passes bills helping certain students, teachers from out of state

Two bills affecting education tentatively passed the House Wednesday. A final vote will be taken Thursday, and the bills will then move to the Senate. [UPDATE: The House did approve both bills Thursday.]

HB 139 by Rep. Brad Buckley would ensure that a permanent change of station (PCS) order serves as proof of residency for previously out-of-state military personnel or spouses stationed in Texas, for purposes of obtaining a license or certification (such as teacher certification). It would also allow the commissioner to establish exceptions to examination requirements for military spouses and veterans seeking certification.

HB 725 by Rep. Jared Patterson specifies that a child in Texas who was in foster care in another state is eligible for prekindergarten.
