House Democrats break quorum, flee state to block congressional redistricting

Amid swirling rumors that House Democrats would leave the state to prevent further action on new congressional maps for the state, Monday's roll call on the House floor confirmed their plan to break quorum and stall any further business. The Texas Constitution requires two thirds of members present to form a quorum and conduct business, and without at least 100 members present, the quorum was broken.

In a public announcement, the House Democratic Caucus stated that members travelled to Chicago, Boston, and California and plan to remain until the special session ends on August 19. Gov. Greg Abbott and House Speaker Dustin Burrows have stated that they will explore options to compel the absent representatives' return to Texas. 

Until then, House business will remain at a standstill.
