At the Jan. 11, 2008 meeting, the board approved language suggested by TCTA in testimony regarding a new rule which places a one-year limit on the amount of time an individual has to apply to SBEC for a certificate that has been eliminated. TCTA testified that, because SBEC has phased out quite a large number of old certificates and replaced them with new ones, some confusion was created among practitioners; and that, although we appreciated the need to have a time limit on when someone could apply for a certificate that had been eliminated, we were aware of situations with our members in which circumstances beyond their control prohibited them from applying for the certificate by the deadline. Accordingly, TCTA suggested language that would allow for exceptions to be granted in circumstances such as military service or catastrophic family illness. Following a motion by SBEC member and TCTA President Janie Baszile, the board unanimously approved adding the language to the rule.
